Rules text

The Team must make a BUREAUCRACY 4+ skill check. If successful, you may now have up to ten cards in hand at the end of your turn. This condition stays in effect until you are forced to discard this card. Discard this card if one of your Agents is moved from or to the Bureau Section of the table for any reason.
