Target another race with whom you have no state of Neutrality. Characters of your two races gain double Diplomacy during resolution. If successful, there is a state of Neutrality between your two races. Characters and fleets of your races cannot attack each other. Either of you may cancel the state of Neutrality during the draw round. [ERRATA]
